Economic Development Strategic Plan
Background:
Greene County Government is seeking an experienced firm to develop a comprehensive Economic Development Strategic Plan. This plan will serve as a blueprint for the county’s economic development efforts over the next 3–5 years, focusing on industrial recruitment, regional collaboration, leadership development, and actionable strategies. The plan is funded through a $45,000 grant recently awarded by NC Commerce.
Project Overview:
The selected firm will be tasked with creating a forward-thinking plan that includes:
1.Industrial Recruitment Strategy: Evaluate target industries, including ag-biotech, and assess the county’s ability to attract and retain them.
2.Shared Vision Development: Facilitate the creation of a unified vision informed by macroeconomic trends.
3.Regional Collaboration: Leverage Greene County’s position within the NC Global TransPark Economic Development Region to enhance partnerships and competitiveness.
4.Stakeholder Engagement: Conduct interviews with 25–30 stakeholders, including local leaders and regional partners, to gather input and insights.
5.Strategic Prioritization: Identify actionable, high-return strategies based on Greene County’s unique assets and capacity.
6.Benchmarking: Define performance metrics and key indicators to measure the success of the plan.
7.Actionable Blueprint: Provide a practical plan to guide implementation and maintain momentum over time.
Project Timeline:
The Economic Development Strategic Plan must be completed by June 2025.
Deliverables:
•A comprehensive written plan, including:
•Vision and mission statements.
•Industry recruitment strategies.
•Benchmarked goals and key performance indicators.
•A prioritized action matrix for the next 3–5 years.
•A stakeholder engagement summary.
•A “Plan Capsule” for concise communication of the strategic plan.
Submission Requirements:
Interested firms are invited to submit an informal bid proposal that includes the following:
1.Approach and methodology for completing the project.
2.Proposed timeline for deliverables.
3.Detailed cost estimate.
4.Relevant experience and qualifications.
Submission Deadline:
Proposals must be submitted no later than lunch time on January 2, 2025, to the attention of:
