NOTICE OF PUBLIC HEARING
GREENE COUNTY BOARD OF COMMISSIONERS
REGARDING INTENT TO PARTICIPATE IN THE NORTH CAROLINA COMMERCIAL PROPERTY ASSESSED CAPITAL EXPENDITURE (C-PACE) PROGRAM
NOTICE IS HEREBY GIVEN that the Greene County Board of Commissioners will hold a public hearing on Monday, April 6, 2026, at 10:00 a.m. in the Greene County Commissioners Chambers at 312 SE Second Street, Snow Hill, NC 28580.
The purpose of the public hearing is to receive public comments regarding Greene County’s intent to join the North Carolina Commercial Property Assessed Capital Expenditure (C-PACE) Program, authorized under Article 10B of Chapter 160A of the North Carolina General Statutes.
Program Description: The C-PACE Program is a state-authorized economic development tool that allows owners of qualifying commercial, industrial, agricultural, and multi-family (5+ units) properties to obtain long-term financing from private capital providers for the installation of energy efficiency, water conservation, renewable energy, and resiliency improvements (such as storm hardening).
The financing is secured by a voluntary special assessment and lien levied on the property at the request of the property owner. Participation in the program is entirely voluntary. The program is funded solely by private capital; no public funds or taxpayer dollars are used. Greene County will not pledge its full faith and credit and incurs no financial liability for the repayment of the financing.
