Job Opportunity: Finance Director

*Hiring Range: $79,046 – $100,784* (Depending on qualifications)

Greene County Government is actively seeking qualified candidates for the position of Finance Director.

General Statement of Duties:
Conduct professional and supervisory work in planning, organizing, and directing the financial activities of Greene County.

Distinguishing Features of the Class:
Perform complex professional and administrative work planning, coordinating, and directing fiscal, accounting, and budgetary operations. Responsibilities include developing financial systems, participating in budget development, managing investments, overseeing debt service, financial reporting, and handling special projects.

Duties and Responsibilities:

Essential Duties and Tasks:

Lead Finance Department operations, including fund disbursement, accounting, and payroll preparation.
Collaborate with the County Manager on annual budgets, working with department heads to project revenues and expenditures.
Develop and maintain financial accounting systems and records for each department.
Prepare fiscal and budgetary reports on a monthly, quarterly, and annual basis.
Monitor budget allocations, expenditures, fund balances, and related financial activities.
Manage accounting records, ensuring compliance with GASB requirements, and perform grant accounting and internal audits.
Provide expert advice on financial and budgetary matters to the County Manager and Board.
Coordinate with auditors during the annual audit and implement improvements to financial systems.

Recruitment and Selection Guidelines:

Knowledge, Skills, and Abilities:

Extensive knowledge of public finance administration principles and practices.
Thorough understanding of fiscal policies and statutory requirements governing County funds.
Considerable knowledge of County administrative, accounting, budgeting, payroll, and purchasing policies and procedures.
Strong understanding of information technology applications relevant to financial forecasting and controls.
Proficiency in modern supervisory principles and practices, including leadership, motivation, coaching, evaluation, and conflict resolution.
Skill in preparing and presenting complex financial records and reports.
Ability to provide expert advice on financial and budgetary issues.
Capability to evaluate financial systems, formulate accounting methods, and conduct long-range fiscal planning.
Excellent interpersonal and communication skills.
Physical Requirements:

Ability to perform basic life operational functions.
Capable of sedentary work, exerting up to 10 pounds of force occasionally.
Visual acuity for data analysis, figure preparation, operating a computer terminal, and extensive reading.
Desirable Education and Experience:

Bachelor’s degree in accounting, finance, or business administration or related field.
Considerable experience in public finance administration, including some supervisory experience, or an equivalent combination of education and experience.
Special Requirements:
Certified Public Accountant or possession of, or ability to obtain, Local Government Finance Officer Certification preferred
