Graduation from a four-year college or university with a degree in accounting or business and considerable experience in public finance administration including some supervisory experience; or an equivalent combination of education and experience. Preferred Finance Officer Certification and/or CPA. This position’s salary range is $70,723 to $109,619, commensurate with experience, with excellent benefits such as North Carolina State Health Insurance. General Statement of Duties
Performs professional and responsible supervisory and administrative work in planning, organizing and directing the financial activities of the County.
Distinguishing Features of the Class
An employee in this class performs complex professional and administrative work planning, coordinating and directing the fiscal, accounting, and budgetary operations of the County. Work includes developing financial systems and procedures, participation in budget development and administration, investment of funds, debt service, financial reporting, coordination of the annual independent audit and handling special projects. The employee performs professional accounting work in the posting of revenues and the preparation and analysis of financial reports. The employee provides professional guidance and consultation on financial issues to the County Manager and Board of Commissioners. Work also involves the supervision of department staff involved in purchasing, accounting, collections, cash investments, payroll operations, risk management, and fixed assets management. Work requires analytical skills and advanced knowledge of local governmental budgeting. The employee must exercise considerable independent judgment and initiative in planning and directing the fiscal control system. Work is performed in accordance with established County finance procedures, local ordinances, North Carolina General Statutes and Governing Accounting Standards Board (GASB) pronouncements governing the responsibilities of local government fiscal operations. Work is performed under general supervision of the County Manager and is evaluated through conferences, reports, and an independent audit of financial records.
Duties and Responsibilities
Essential Duties and Tasks
Plans, organizes and directs the operations of the Finance Department, including disbursement and accounting of County funds and the preparation of the County payroll.
Works with the County Manager to prepare the County’s annual general operating and capital improvements budgets; works with department heads to project revenues and expenditures; reviews departmental budget requests; assists Manager in the final preparation of the budget.
Develops and maintains financial accounting systems for the County and financial records for each department.
Prepares a variety of fiscal and budgetary monthly, quarterly and annual reports.
Monitors budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and fiscal practices are followed.
Prepares accounting records including detailed records for ledgers; ensures compliance with GASB requirements; performs grant accounting and internal audit.
Advises County Manager and Board regarding financial and budgetary matters; provides advice on financial problems, financing options, internal control systems, financial projections, and other related fiscal analysis.
Coordinates and assists the auditors during the annual audit of County financial records; follows up on findings to improve financial systems.
Manages the receipt and investment of all revenues; directs and supervises debt management; recommends financing for debt service.
Supervises and participates in various financial functions including payroll, purchasing, accounts payable, fixed assets, financial reporting, and grant accounting.
Reviews budgetary and financial systems and controls and develops methods for improvement in accuracy and effectiveness in providing service to County departments; assists the Manager in directing the formation of County financial policies.
Performs financial analysis and produces reports for the County Manager, Commissioners, and auditors.
Submits periodic statements of the financial condition of the County to the Manager and the County Commissioners
Supervises department staff; conducts hiring, training, motivations, communications, employee development, and performance management and evaluation.

Knowledge, Skills, and Abilities
Extensive knowledge of the principles and practices of public finance administration including governmental accounting.
Extensive knowledge of the fiscal policies and statutory requirements governing County funds including County ordinances, Governmental Accounting Standards Board (GASB) pronouncements and North Carolina General Statutes.
Thorough knowledge of the County’s administrative, accounting, budgeting, payroll and purchasing policies and procedures.
Considerable knowledge of the information technology applications used in the department and applications appropriate to financial forecasting and controls and other County functions.
Considerable knowledge of modern supervisory principles and practices including leadership, motivation, performance coaching and evaluation, and conflict resolution.
Skill in the preparation and presentation of complex financial records and reports.
Ability to advise the Board and Manager and assist departments and staff with various financial and budgetary issues.
Ability to evaluate financial systems and formulate and install accounting methods, procedures, forms, and records.
Ability to conduct long range fiscal planning.
Ability to establish and maintain effective working relationships with government officials, managers, employees, department heads, vendors, bankers, auditors, and the general public.
Ability to communicate effectively in oral and written forms.
Accuracy and thoroughness in the analysis and preparation of financial records and reports.
Must be able to physically perform the basic life operational functions of fingering, grasping, talking, hearing, lifting, and repetitive motions.
Must be able to perform sedentary work exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to move objects.
Must possess the visual acuity to prepare and analyze data and figures, prepare accounting reports and data, operate a computer terminal, and do extensive reading.
Desirable Education and Experience
Graduation from a four-year college or university with a degree in accounting, finance, or business administration or related field and considerable experience in public finance administration including some supervisory experience; or an equivalent combination of education or experience.
Certified Public Accountant.
Possession of or ability to obtain Local Government Finance Officer Certification.
